The rack is 3 levels of metal tubes off set. The back higher than front. Any Ideas?

I was going to also suggest hot glue. Cheapest way to fix that problem.
Turn it around so it is towards the wall - easiest solution. that way the shoes are held in place.
Cut a slit down a rubber garden hose,push on.
