Apair of dikes. Which are heave duty wire cutters. But if you have a hand held grinder I would recommend using it.
You can always just bend them over to the inside of the basket with plyers.
Heavy wire cutters should do it. Or a hack saw.

I use a wire cutter then bend it back and forth until the wire snaps. There are probably other ways, but this is what I have so it's what I use. :) Wishing you the best.

Bolt cutter
A bolt cutter would certainly take them off, or just bend them in. Also you can bend them back and forth until they snap off, this is easiest with the cheap tomato cages, the plain non-colored or coated ones.
Use heavy duty wire cutters.
A pair of wire cutters will work well or a pair of pliers...just bend each leg back and forth until the wire snaps off.
I used tin snips.
