if it's on your patio (concrete etc.) maybe some light spray adhesive? Just on the edges so you don't have as much cleanup in the future if you decide to change it out... that would keep the EDGES down and wind can't blow it if it cannot get UNDER it.

If this is on a deck apply double sided tape. Some of that stuff is almost impossible to remove.
If you want something that is removeable how about velcro?

Hi Cheri, hope this helps you. Not sure if its a deck or a concrete patio, but you could put screws into it on the corners and long side to tack it in place. For concrete, you could glue it down, This would mean you will always need a carpet on this when the carpet needs replacing. Or try carpet tape.
use non-slip rug pads or double-sided outdoor carpet tape for grip, add weight to the edges with heavy furniture or decorative stones, or install outdoor rug anchors or grommets with stakes for a more permanent solution. When a rug is frequently exposed to high winds, rolling it up and storing it indoors when the weather is severe is also an option.
Depending on your surface, there is double sided carpet tape that might help.
Use double-sided carpet adhesive or outdoor carpet tape around all edges and center sections to secure your outdoor carpet to the patio surface during strong winds. Additionally, you can use heavy-duty Velcro strips around the perimeter, outdoor carpet weights, or rug grippers or non-slip pads underneath. Installing deck anchors or grommets in the corners of the carpet and fastening them with rope or bungee cords fastened to furniture or fixed anchor points is an additional alternative. Consider using an outdoor adhesive like Roberts or Henry to completely bond it down for a long-term fix, although this will make removal more challenging in the future.
Depending on the surface it’s on, you could try outdoor carpet tape. Or move some weighty planters to corners or edges. I’ve seen tutorials here for buckets with concrete turned into planters or fountains, that might do the trick.
