Hi Marg,
What width are you talking about?
You can use it as tabs to run a rod thru. Too limp to use in place of a rod.
If the curtains are strung up on a rope instead on a rod, it will be difficult to open and close the curtains with any ease, due to the texture of the rope.
Finding suitable hardware to attach the ends of the rope to, so that will stay anchored and not damage the surface it is mounted into, may be challenging.
Hi Marg!
I think this is a great idea, and I have seen it done.
Here you go.

String it up securely and use Curtain rings to hld curtains.
Depends on what material the curtains are. You wouldn't want to hang a material from sisal rope that would snag. Is there a reason for not hanging them from a rod?
A rope (is it sisal or nylon?). If is is sisal it will be so round that it would either snag the material or get hung up on the rope. Nylon rope on the other hand is smooth but not natural looking.
There's an option here to hang the curtains using rope, might be helpful: https://www.bhg.com/how-to-hang-outdoor-curtains-7229861
Hi Marg, hope this helps you out.

If you have large grommets on the outdoor curtains, you can simply thread the rope through the grommets.
Hi Marg: If you have something to attach the rope to, tie it tight and use drapery clips to attach to the curtain. Of course you will have to put them on the rope prior to attaching it to anything :) Sort of like this: https://www.bing.com/shop/productpage?q=Amazon+Curtain+Holders&filters=scenario%3a%2217%22+gType%3a%223%22+gId%3a%22Sku_0e30035d51198898b9165d488c5d63d0%22+gIdHash%3a%221271901005%22+gGlobalOfferIds%3a%2246831197348%22+AucContextGuid%3a%220%22+GroupEntityId%3a%22Sku_0e30035d51198898b9165d488c5d63d0%22+NonSponsoredOffer%3a%22True%22&productpage=true&FORM=SHPPDP&browse=true
TIE IT TO UPRIGHTS.
To ensure that the rope is taut and solid, tie it firmly between two fixed locations, like nails or wall hooks. Slide the rings onto the rope and fasten them to the curtain. This technique gives rooms that want a laid-back ambiance a calm and creative air.
Hi Marg, hope this helps you. You can string the rope through the curtain rod seam then tie the ropes to poles or other fixed items in your yard.
To hang outdoor curtains with rope, you can either create a tensioned wire rope system, or simply use rope to thread through the curtain's grommets and tie it off to supports. For a more decorative look, consider using curtain rings or hooks attached to the rope.
