Yes Virginia, it can be done! You will have to build a frame over the existing stairs first and then add your composite stairs.

Composite boards require closer support beams underneath than lumber. Which means using composite boards as the steps could require a support or two in the center of the stair treads. You'd need to build the framing for it over the top of the landing and the stairs which would change the rise of your stairs (at least the bottom step for sure), unless you can also raise the landing so that the rise and run of the stairs are not impacted.
Now, if the composite could lay over the step and be at and be attached to the framing at either end that could work. The link shared above might be helpful but since your landing is also concrete they don't address how you'd handle your that. If you lay the composite over the landing you may need to consider drainage when it rains.
To Toni’s points, there is a large section of the International Residential Code on stairs & handrails, for a reason- safety.
I would call down to your local City or County Building Dept and ask for their “hand out” on decks/balconies which will give a visual Rules Book on what the IRC requires.
what about painting them instead with paint for concrete? It could freshen them up with the least amount of work
Be aware that doing so can change your stair rise (the height between steps) and become a tripping hazard. You might start by consulting your local building department.
