Recommended transplanting time are in the fall when the weather is cooler to prevent added stress on the plants.
In the fall
Googled it: The best time to transplant a rose is in early spring when the rose is still dormant. This causes less stress and shock to the plant. Timing is everything. Wait until all threat of frost or freezing weather has passed.

thank you everyone.
Transplant in the cold months before the ground is frozen.
First, decide if you are going to transplant your rose while it is dormant (early spring), or if you need to move it during the non-dormant, growing season. The best time to transplant is always during the dormant season in early spring as it will cause less stress and shock to the plant.
