There are many options. Depending on the size, permanence, and location of the railing and how invisible you want this attachment to be - skinny black wire ties, florist wire, Velcro, or Command hooks. You can also loop fishing line around the light string and the railing.

Wrap them around candy cane style.

Plastic cable ties will hold them in place, and are outdoor weather resistant.

Use zip ties.

Just wrap them around and secure in place with zip ties, pipe cleaners, bendable wire...

There are so many options from fishing line to twine, etc., etc. My new go-to is zip ties in a few strategic locations. Easy to put on and easy to remove.
