Turn on the hot burner on low, double up on a very thick thick washcloth or towel would be better a dish towel that you no longer care about, now what you want to do is put water on it and you want to carefully clean the hot plate while it's still warm. Yes this is dangerous so you must pay attention and be very careful. I know of no other way and I don't take any responsibility if you get burnt but I will offer up prayers.
Buy or rent or borrow from a friend a steam cleaner for the home. This is all I use to clean my stove.
I know you said no baking soda....but if you spray white vinegar on the stove first, then sprinkle the baking soda into the vinegar, it will fizz and foam and help to loosen the dried on stains. It may be safer than trying to do it with the heat on....

Bar Keepers Friend is best. I had a cooktop once, previous owners had burned food on the glass top. I worked with BKF and a small scraper which worked great and didn’t hurt the glass.
